The reason the difficulty says "impossible/hard" is simply because Velna is revived from her origin, Vestra, any time she falls. So the real battle with this boss is against Vestra. Once you've defeated Vestra, Velna will also die in the battle. So simply ignore using any attacks against Velna and focus everything on Vestra for the entire battle. And as noted in the strategy guide, normal attacks are useless against Vestra. So this battle is basically nothing but a magic vs. magic battle.
Also, one thing to note is that the Invincibility Pill does not work well for this battle, as many guides have tried to claim. So do not waste them here, save them for the final battle instead.
