Zora is one of the servants of Prince Cort and accepts the use of a Sim-Seru to serve Cort in changing the world of Legaia. Unlike the others possibly being controlled by Sim-Seru, it's more than likely possible that Zora is using it only for power and is not being controlled whatsoever.
