Var Kurtz is a boss that is from a split into two parts (the other being Var Zelph). At this point in the battle, you may have already depleted your AP from the variable arts on Val Kenus. The strategy guide says to attack the arm first because of it being a distraction. This may be a good strategy, assuming you're not able to defeat the Var Zelph immediately.
